Beginning to think he is playing Khan after all. That hair style would lend itself to Khan from the Space Seed story perfectly.
My thoughts exactly. But I’m not a 100% sure yet.

There are a wide variety of skin colors in India—including fair. If he is Khan, I hope they don’t resort to dark makeup because it’d be a bit of an insulting throwback to the days of blackface. It would be plausible to make Khan mixed-race as well.
